Low pay and non-pays

There should be something that we can do to correct this situation. When I was in Everett, WA I tried to get notaries together to discuss the situation and they couldn't be bothered other than the phone. I tried to get them to set a reasonable low rate and then whatever they wanted to go for above it. They all agreed on the phone the bottom would be $60.00 and then we found that some of them were accepting $40.-50. to underbid the others.

Plus chasing some of these companies for months on end we should charge them a fee for our additional time and expense.
