REGINALD BALDWIN- a non paying Notary Rotary Member in NC

How do I handle this situation: A was contacted by Reginald Baldwin, a Notary Rotary member in Durham North Carolina to do a signing for him in my area back on January 23 . As of yet, this man has not paid me. How do I alert Notary Rotary about members who do this? I will probably be going downtown to file a judgement today. Any advice on collecting my fee would be appreciated!
