VA Notaries - question

My daughter lives in Portsmouth and has applied for a Chase HELOC loan. They called today to set it up and Chase wants to do a "phone" closing. Do any of you do HELOC's in VA? I'm not sure what they mean unless they send out the docs, call my daughter and son-in-law and go over them and then they take paperwork to a notary. Is this correct and if not, what are they talking about? Just wonder if this is a new wrinkle to take more work away from us. I do in Michigan a lot of chase HELOC's in the borrowers home. It is probably cheaper for Chase because the kids will have to pay the notary fees. Any insight would be appreciated.

I have done phone closings where the loan officer is on the phone, and he/she explains the documents to the borrowers, and the notary is there to do the notarizing.
