Canada Notarization

Is a notarization of a US citizens document performed in Canada by a Canadian notary a valid document that can be recorded in a CA county? Title Gal? TIA

Borrower had to goto American Consulate.

Canadian notaries are more like the Notario Publico they are legally able to prepare documents. Wouldn't this fall under the Hague Convention and require an apostille just as a doc notarized here and going to Canada?

Canada not on Hague Conference list for Convention 12. . .

. . .to use an apostille. As much as they'd like to be. Central government requires consensus from all Canadian jurisdictions to join Convention 12 and just can't get it.
