I was told that West Virginia is an atty state is this true? There are Tons Of notaries in West Virginia so I Do not see how it could be.

It is indeed an attorney state for loan signings.

Being an attorney state has no bearing on notaries per se. There are many notaries that perform regular notary work. They are just not allowed to do loan signings.
