When it's happened to me it's been on the lenders side. Had one recently where I waited 1/2 hour past the appt time. TC explained the mortgage brokers were discussing their fees.

yesterdays edocs were an hour late and I was 50 minutes late,,,,,,the borrower understood......
TODAY same game closing is at 7 its only 1/2 hour away......still I sit here and wait....NOT TOO SPEEDY! but I don't think its the SS's fault

Then, there's the admonition that you don't tell borrower...

you're "waiting for their documents," like I'm supposed to say instead that the reason I'm late is that I'm eating bon-bons and reading a Russian novel...

because there's a lot going on on the other end. They are working by a priority basis. Also on many other pkgs as well. Trust me, they want the loan closed as much as you do. Generally, the final HUD getting approved is the hold up. Whenever I confirm an e-doc appt., I always add that I'm waiting on the docs and there may be a chance that I will run late with back up time and a promise to call when I get them to let them know the status. They can't release until told they can. It's a chain.

Time set with client for 5:00 - it's now 5:45 and I'm still waiting for final HUD and othr final docs...<<sigh>>

The whole industry has changed in the past couple of years. The title companies that used to have lots of people working up docs, checking docs, getting docs from lenders, etc. have drastically reduced their 'in house' people. Almost no one does "overnight" docs anymore. The order comes to the title co. the lender sends the docs to the doc prep co. (maybe in India) and everyone emails the stuff to the notary, often times never 'reviewing' anything. Or worse, some unknowing, but harried closer in title calls some totally ignorant SS, that promises the moon (and usually produces nothing) that passes this ENTIRE burden on to the Notary. Yes...We all LOVE e-docs!!!
