My Answer
Do you think they are confusing their business license with the commission? I post on my site that I'm both commissioned by the state and that I hold a license to conduct business in my city and county. Could that be the confusion or do you tink it's really ignorance on someone's part?

Sometimes the State adds to the confusion...
Here in NY, notaries are commissioned, but here's the confusing part: the application is handled by the Division of Licensing Services; the State web site refers to "license forms"; the rules, regulations, and citations to relevant statutes are compiled into a booklet called "Notary Public License Law"; and "Notary Public" is include on the NY list of "Licensed Professions and Occupations" (right there between "Home Inspector" and "Pet Cemeteries"...). So I know I'm commissioned, but apparently I'm also licensed.
