Antitrust matters

In matters of anti-trust, isn't it frequently the government who will file(often on the behalf of the smaller companies or the public) to block the action? Depending on where you sit on certain issues, the Justice Department might be an ally, especially if an investor controls an entity and might be taking actions with large financial institutions to enhance its own position and freeze out competition.
