New Law for CSAs

Has anyone heard of this 'new' law for CSAs or NSAs? It is the Gramm-Leach Bliley Financial Services Modernization Act which requires CSAs or NSAs to go thru background screenings and compliance training before the deadline of 12/1/06. I highlighted the word new because NNA states that this law was enacted by the federal government in 1999, so I am confused as to how it is 'new'.

Any input would be greatly appreciated. Thank you in advance for all replies!

Please don't take this the wrong way, but do a search for NNA and you will see a lot of information about this. It's been discussed thoroughly.
