Protecting confidential info

Does anyone think that sending conf. info via email or posting on web sites meets the requirements of the GBL to safe guard consumer info? To quot one IT Security expert " as safe as a post card".
Borrowers would be a lot safer if title companies paid more attention to their lack of security, rather then attempt to make State Commissioned Officers of States the focus of so called "mandated backround checks" to protect borrowers.
Google "hacking email". Tthese are just the amateurs!
