Notarial Protest
Is anyone familiar with this process and how it works? Someone emailed me and needs to find a notary in my area who can do this for him. I'm in S. CA.

a protest is when someone has presented foriegn funds such as a check or some sort of promissary note that was refused as payment for a debt. You are notarizing a statement to that effect. see if this helps: 8208. California notary Public Protest The protest of a notary public, under his or her hand and official seal, of a bill of exchange or promissory note for nonacceptance or nonpayment, specifying any of the following is prima facie evidence of the facts recited therein: (a) The time and place of presentment. (b) The fact that presentment was made and the manner thereof. (c) The cause or reason for protesting the bill. (d) The demand made and the answer given, if any, or the fact that the drawee or acceptor could not be found.

Its recommended that "protests" be isued only under the direction of an attorney.

what he believes and in my OPINION (emphasized because its my opinion and I have a right to it regardless of how stupid anyone thinks it is) has actually done more for his constituency than Al Sharpton and Jesse jackson combined.

There are tax protesters who try to use someting they call a notary protest to avoid paying taxes or avoid paying bills. Their general strategy seems to be to barage the organization they owe money with legal doubletalk until the organization just gives up in confusion. So, I would suggest (1) never expect an understandable answer from someone asking for a notary protest, and (2) if you want to become much better acquainted with your local IRS officials, go right ahead and provide the service requested. (Just in case English is your 2nd language, #2 is a joke.)
