WI SOS Stand on Matricular Consular

I received an email from Doug La Follette our SOS. I also know that the transportation Dept is also in the process of changing its rules on acceting these for the purpose of gaining a WI ID or drivers License. That vote will be in early May

"As you know --
per Wisconsin Statute 706.07(f)
A notarial officer has satisfactory evidence that a person is the person whose true signature is on the document if that person:

1. Is personally known to the notarial officer;
2. Is identified upon the oath or affirmation of a credible witness personally known to the notarial officer; or
3. Is identified on the basis of identification documents.
Item 3 leaves you broad discretion as to what constitutes proper ID.
In that the Federal government does not recognize these Mexican government issued ID cards, I would be reluctant
to accept them as a legal form on identification. "
