What can I use for someone who does not have any ID? If I have 2 witnesses what should I get from them.

Tell them to go to DMV and get an ID. Every one need have an ID. WHY THEY DON'T?

I've never been asked to notarize a minor, so I think I would check to see if we can in the state of Ohio. Check your bar assn. Remember, Ohio says we have to be "satisfied" to their identification. Does your minor have a student ID with photo? Many schools do. Do they have a report card with the same name? Many times, partial SS numbers and dates of birth are on report cards. Does the birth certificate or SS match any of those numbers? Is there any chain from a photo ID to Govt issued paperwork (SS or Birth Certificate?)
Another, probably better alternative, is many high school secretaries are voter registrars and are also notaries. The HS secretary would have personal knowledge of your signer forgoing the need for ID. I think I would guide a minor without ID in that direction personally.

you CANNOT use witnesses in Ohio ......
You, as an Ohio notary must be "satisfied" as to their identity. The only witness you can use is someone that you personally know who also personally knows the signer. Don't let the NNA tell you any differently - they are WRONG!!!
The lender also has requirements that must be satisfied. You need to check with the lender regarding what they require. Ask yourself what a judges reaction would be if this deal someday ends up in court and you tell them how you identified them. Would that "satisfy" a reasonable person or will you be laughed out of the courtroom. I once used a gun permit for an elderly lady who did not have ID. Long, cute story, but the gun permit was accepted by the lender and had all the elements I needed to ID the client.
