If you are providing notarial services to a deaf person who uses ASL,

The signings I have done for deaf people, I have used pen and paper, but they were usually able to lip read.

You don't need to refer them. You will be able to communicate. Like Sylvia said, just bring paper for notes. Most of what you need to tell them you can point out and have them read. I've taken several ASL classes (Very interesting and fun). Most deaf are used to dealing with us hearing folks and you will be amazed at how well you will be able to understand each other.
