Is there anyone we can report to when the signing agency is not paying us or returning our phone calls/emails? Report to companies like the BBB?

Keep after them and don't give up. BBB is always good.
You can also send letters for demand of payment via certified mail return receipt. This serves as legal notice for demand of payment. Add a late fee if payment is say, over 60 days past due. I used to add 15% now it is 25%. I also add a monthly late fee interest of 1.5% and worse case take to small claims court for ALL fees.

I closed out last year with $0 bad debts. First time. Don't let them slide!

How do you take them to small claims if they are in another state?

You file locally in your area. Your services did not take place in their area (well, probably not).
You are under the laws and juristiction of YOUR locality and state.
