Can I notarize this?

Foreigner in the US indicates for a bank loan in his home country he has to supply copies of his passport and have an notary attest to the copies. I have not seen the actual form as he called me on the telephone, but I do not believe I can certify copies of a document.

I am doing more research, but the comments here are often useful.

Please share your thoughts.

See below from the Minnesota NP website

Can I certify a copy of a passport or a driver's license?
Under Minn. Statute 359 (359.085) states in certifying or attesting a copy of a document or other item, the notarial officer must determine that the proffered copy is a full, true, and accurate transcription or reproduction of that which was copied.

Have HIM write a statement that the copies are true reproductions of the original documents.
Ask him if he'd like ack or a jurat wording, and then notarize his signature like any other affidavit.
