Oops...Quick finger,
Saying a W9 is not necessary for one signing and suggested that and invoice was sufficient as proof to the IRS. I consulted the IRS and she's not getting pay until a W9 is submitted.

You are absolutely correct, Andy. In a former life, I hired contractors on a continual basis. Even if that contractor worked one hour, he/she was required to submit a W-9 as I, as the hiring agency, was required to account for all contractor payments. And those payments had to be accounted for against social security numbers. That's what tax and bank auditors look for. The W-9 is the certifying document submitted by the contractor for their SSN. No ifs, ands, or buts.

Once again, PAW had the right answer
The notary is *probably* thinking about 1099's, where it isn't necessary to issue one under a $600 threshhold, but the W-9 is necessary. You have every right to withhold payment until a W-9 is supplied.
