I recently filed a complaint with the BBB in Santa Barbara on a non-payment issue. I have done this before with other companies that haven't paid me and have always gotten a good response. I got an email back from the BBB saying...
"From your complaint it seems to me that you have an employee to employer issue. If you were hired by this company to provide notary services and have not been paid, please contact the Department Of Labor in Ventura for further assistance. At this time your complaint will be closed. {Please email me back if you have any additional questions."
Has anyone gotten a response from the BBB like this? What do you usually say when you file with BBB?

I got that response from the CO BBB, I sent an email back stating that I was not an employee but was contracted and that they broke their portion of the contract. They stated that they could indeed help. You really need to stress the contract, at least IMO. Hope this helps.

I agree.
State that you are not an employee of the firm but rather an independant contractor whose profession is granted and governed by the state. You performed your contracted services on a fee basis but that the company has refused to honor thier contractural obligation and has not responded to your multiple requests to fulfill their end of the contract and ignored your invoices.
You do not need to state you are a notary trying to collect fees due. This could actually be a detrament because most people haven't a clue about what a notary public actually is.

I am working with BBB now on a non-payment issue, they emailed me just the other day, stating they have not gotten a response from the title co. But they are still working on the matter.

That doesn't work for the PA BBB. They don't get involved in any payment disputes. Makes me wonder what they do get involved in

The following is a direct quote from the BBB website: "The BBB's goal is to successfully resolve complaints involving buyers and sellers in a fair and timely fashion. This includes complaints involving consumer-to-business and business-to-business transactions that involve the advertisement and/or sale of a product or service. Information concerning the nature and resolution of complaints filed with the BBB is used in developing BBB reports on companies. The BBB accepts complaints involving both BBB members AND non-members. "
Make your complaint read where the SA failed to provide the SERVICE as contracted for.
