Thanks Jaqueline! Great site www.realtytimes.com. I took the liberty of grabbing some info off the 3/30/07 edition to assist those trying to resolve payment issues in CA:
If you think you've been wronged by the lender, title or escrow company, file a complaint with the appropriate agency.
In California, the Department of Corporations at (800) 347-6995, regulates escrow companies and the Department of Insurance, at (800) 927-4357, oversees title insurance firms.
Call the Escrow Institute of California toll-free, at (800) 337-2769 for help during the escrow process.

This seems like old news to me... Quakenbush was voted out of office and Steven Poizner is the insurance commissioner as of 1/2007. If you click on the link ("flurry of recent activitiy" in the article, it goes to a dead page in the CA Dept Insurance web page. I realize the date on the page is current, but I don't think this information is.
