QUESTION ABOUT NOTARY LAPSING-HELP!! (:
ANYONE KNOW WHAT HAPPENS IF I LET MY NOTARY PUBLIC LICENSE LAPSE BY A FEW DAYS? DO I ACCRUE ANY PENALITIES OR IS IT STILL OKAY TO TAKE THE TEST A FEW DAYS AFTER IT LAPSES?

No problem, or fines, you just can not notarize anything after your stamp expires.

Do not notarize anything until it is officially renewed
The test question depends on where you are. If your license expires, you cannot notarize anything until you receive the official commission with your new beginning and end dates. If you notarize anything while your license is expired, it will not be a valid and legal notarization, and of course there would undoubtedly be some serious consequences.

If you let your Calif notary commission lapse by more than 30 days, without recommission, you have to take your journals to the County Clerk where you got sworn in and give the journals to them. You aren't in any difficulty with just a few days lapsing; just take a 6 hour study period or class room lecture from a CA approved vendor and you can take the state test.
