Verification--UPS billed to my account, after I tried to get
it from Elite, I found out she is out of business. I then went to Premier Title because it was their account number I was given. They refused to pay UPS and me because they had already paid Elite. I received a check from Elite that bounced for a portion of the total (am owed over $100). She is refusing to pay it because she filed bankruptcy so she said she doesn't have to pay me.

At this point, it's probably academic, but I wonder if ...
... Elite really did file a bankruptcy petition. As a creditor, you should have received notification by mail. If you didn't, you might try asking that Elite woman about that. You can ask her to provide you with the case number and court where it was filed, which is a common way of verifying the claim of a bankruptcy filing. You could also ask her to provide you with a filed-stamped copy of the bankruptcy petition, also a common request.
If you aren't provided with verifiable information of the filing, you might consider checking with the county prosecutor (perhaps the one serving in the county in which the check was written, but maybe the one where you're located) to see if there's any way of pursuing collection that way. If the person who signed the check can be considered the equivalent of the Elite entity (as a sole proprietorship or alter ego situation, or the like), perhaps the prosecutor will pursue her personally.
Just a thought, if you're not ready to give up on it yet.
