Mexican Consulate considered U.S. soil??

Not trying to nitpick, but I always thought that a Consulate was considered the soil of that particular country. Does anyone know if a mexican Consulate in Arizona is considered U.S. or Mexican or ??

I worked at the Saudi Embassy for a few years. When I walked through those doors, I was on Saudi soil. Embassies are considered "foreign soil." I would *assume* consulates are the same, but you can contact the U.S. State Dept. to confirm.
