GA Notaries/Annuity and Structured Settlements

I have been reading through the forums and see that GA notaries can perform other services since GA is an attorney-only state. Could anyone explain to me what annuity or structured settlements are and if GA notaries can indeed perform these types of signings? Thanks so much.
