This is so pathetic! I guess some would call this the American dream, but in this case they are not building a better mousetrap. With all of the grammatical errors, etc, I just wonder if they even grasp what they are to notarize. At least they said they will not back date, that's one plus.

It's called a loss leader

Companies do stuff like this all the time. The idea is to get you into their store. They may not make money on the notarization, but you may also buy something else. Or the next time you need something packed and shipped you may come back instead of going somewhere else. It's a valid business tool.
