NEED YOUR HELP ASAP/No picture government ID
She asked me to notarize divorce papers, she just lost her entire wallet, she has no government picture ID, she has her marriage license and if I take the assignment she has her house full of her pictures with her husband. Can I do this notarization without any risk or to stay away, please let me know ASAP. Thank you.

No - you have to have adequate ID
A marriage license and some photos are totally inadequate. She'll have to get at least her DL replaced right away anyhow, and surely a delay of a day or so in signing the divorce papers won't make a significant difference in her life. If she absolutely positively must sign the divorce papers right now, then she needs to go see her attorney who would know her and be able to notarize her signature under the "personally known to me" qualification. You would most emphatically put yourself at risk if you notarized her signature based on a marriage license and some photos. Stay away!
