Seals, Embossors, and Certificate requirements...

In Oregon, the state requires the seals, obviously, but leaves the notary with the open option of purchasing an embossor. The state says a certificate is not needed for the embossor because its not required, only the stamp. does anyone know if i need to submit something to notary rotary for the purchase of an embossor, since the state will only issue another certificate for when a notary is renewing or replacing a stamp?
