Zip code or radius mapping software

Does anyone know of an easy and inexpensive program?
I am enquiring for someone who has to assign multiple addresses to mulitple people in unfamiliar territory.

Would Google maps work. If you have a Google account, just sign in to Google maps, click "Create New Map." Each time you enter an address, it will stick a push pin on the map.

Not google

I need something a little more intricate...where a text (or other) file with addresses could be uploaded, it would be nice if it could be programmed to match up zip codes with agents.

GoogleEarth is the way to go and it's free

You can combine aerial photography with just about any overlay.
For instance, you can set GoogleEarth to bring up zip code boundary overlays then use the pushpin feature to place and store notary locations.

When you get work in a certain zipcode just fire up google earth, enter the zip code and choose the notary who is closest. I've also found that google earth is superior to any other mapping software mainly because the maps are on photographs not a yellow background, which makes it easier to identify landmarks.

Thanks everyone, but I don't think you understand

The person that needs this, has 30+ reps, and 2000+ addresses per week.
He wants to use a program where he can add the reps, and upload a text file (or some other file) of the addresses.
He needs to know which rep is the closest to assign the work.
He can't spend all day inputting addresses.....it needs to be done lickety-split.
Sorry if I didn't make that clear....but adding addresses and trying to figure it out via google is waaaaay time consuming.
