to find out the procedure to revoke notary commission
since this person doesn't know the very basics and appears to be in CA where they not only took a class but apparently are given a very detailed manual/instruction book .

Don't be speechless...I'll tell you how this happens...
there is a certain class for notaries in Ca. which teaches the hours necessary and then gives the pupils the answers for the test so they can be guaranteed to pass. They don't learn about being a notary...just how to pass that important test..."guaranteed to pass" you know. I've only been told about one such outfit that does this, but I suspect it isn't the only one.

Notary lack of expertise, or Internet lack of expertise?
People often post questions with nowhere near enough information to answer the question. I suggest this does not tell us very much about whether they are competent notaries; it just tells us they may not be used to posting to Internet boards. A person used to working with others through conversations will be used to asking a general question, that can't possibly be answered as it is. The other people in the conversation ask questions to elicit the necessary details. A person not used to Internet boards might expect to follow the same process.
CW Notary Williams (strange name) may have a situation that could easily be figured out by reading the California handbook, or it might be a tricky question. We're not likely to find out, because this notary is not likely to post again after the treatment he/she received.
