If they want a "certified" copy of their birth certificate they have to go to the County Recorder's office where they were born and get one.
A CA notary cannot "certify" any document other than a Power of Attorney.

No offense, but it's questions like this that make me think that we're back in 1974 when I received my first notary commission. At that time to become a notary all you had to do was go down to the county recorder and apply, no test, no muss, no fuss. To think we have testing nowadays and still we get these type of questions. As others have said, read your handbook, you can download it at: http://sos.ca.gov/business/notary/notary_hdbk.pdf . That will be for the 2007 handbook, but at least you can get a leg up on the things that you should know already.

The most likely answer is "there's nothing you can do". To get a more complete answer, and information about the few situations where you might be able to help in other ways than actually certifying a birth certificate, you would have to include (1) your state, (2) the state or country where the birth occured, and (3) information about what form the birth certificate holder wants you to complete.
You should modify your user name to include your state. Although the Notary Rotary software includes a guess about your state based on your IP address, this guess isn't always correct.
