You didn't say what state you are in. The Notary Rotary computer deduced that you are in California, but maybe your brother isn't. If the notary is a California notary, the county in which he/she is registered should be included on the seal. Contact that county, and the county can authenticate the signature if the person really was a notary, registered in that county, on the date the document was notarized. The notarization is still valid, even if the notary allowed his/her commission to expire, or died, since the notarization.

Hi, Victoria, in my county I can go to the recorders office and lookup all recorded Notary Public Bonds filings in the public records computerized database. You should be able to also. It has the Notary's Name as it appears on their commission, and the expiration of the bond, which corresponds with the expiration of the commission.
