Did anyone else get this?

Pebble Hills University is interested in your service, and we would like to include this as our additional option for students in our graduation package.

PHU is a global university, students are come from diiferent countries, they will need this document to further theirs studies or in employment.

What we would like to include are:
Notarization of the degree and transcript
Embassy Legalisation/Apostille of the degree and transcript

Sloppy at best, probably scam

The proper way to get a transcript or verification of graduation notarized is for the registrar to produce the document, go before a notary who works at the university, acknowledge or swear to the accuracy of the document, and have the notary complete a certficate of acknowledgement or jurat. The document can then be sent to the state for an apostille.

Something less rigorous might be legal, but it's sloppy, and the recipient would be an idiot to accept it. My intuition is that in this case it isn't just sloppy, it's a scam.
