Virgiia CRESPA Certification Requirements

Are there any Virginia Notaries who are CRESPA certified to "handle" (short to close funds on refi's) funds? Must one be associated with a licensed title company? If so, would that leave you any independence as an indepednt Notary?! ANd just what training AND cost would it take to become "CRESPA"?
