The writer makes some good points. People tend to forget that LA has a different legal system than the rest of us do. LA notaries are in a different class altogether; for someone to come in from out of state and lobby for a rule change because it's inconvenient for them makes no sense at all. In fact, I think the reverse should be true - if more states started following LA's lead, we'd see less incompetence and more professionalism among notaries.

They are trying to add a second class of notaries only

because of money. Think of the money an employer can save if he or she has their own notary in a secretary or receptionist. Not to mention the opportunity for fraud. Who can be impartial if their employer is the one asking for a notarization? Louisiana law is very different and they should not water down our requirements to become a notary or cheapen our profession by lowering standards. Our notaries have too much authority to allow an unqualified person to become certified. The powers here are more like an attorney and the exam to become a notary is killer. Yes, it is difficult but not unfair or impossible. It is 4-5 hours long and there are many things to do: Such as: Prepare a testament (will) to their scenario, prepare corporation documents, mandates (power of attorney forms) prepare a trust, prepare a renunciation of right to concur and the list goes on. You can check out a sample scenario on the secretary of state website in Louisiana. In any event, the exam is fair and you can purchase the study guide from the Secretary of State. Everything is in it and there are many courses available at our colleges to prepare you for the exam. The problem here is not the exam, but rather the money issue at hand...
