SS requirements vs TC requirements

When a TC contacts me for work I accept the job and they send me a confirmation e-mail. I do the job, include an invoice with the docs, and I receive payment. Very simple process.

Why do SS require independent contract, copy of notary commission, copy of E&O insurance, etc? I have worked for DocPros 7 times since early 2007. I just received an e-mail:

According to our records, we are still in need of your supporting documentation to make you fully active in our system. Even if you have done jobs for us in the past and received payment for them, no further payments will be issued until we receive the following:

1. Independent Contractor Agreement - Completed and Signed - See attached or find under "Forms" on our site
2. W9 - Completed and Signed - See attached or find under "Forms" on our site.
3. Copy of your Commission
4. Copy of your E&O Insurance/Bond

Oh, and according to their contract:

$65 for completed signing
$25 for printing edocs
$25 for second loan

I have never worked for them for the fees they list in their contract. They don't owe me any money, but if they call me in the future and contract me for a job, they WILL be paying me upon completion. Their contract also states that they disburse payment within 30 days. I would say about half the time, my payment was disbursed well after 30 days.

I rec'd the same email from them. I kindly reminded them all the documentation they required was been sent to them ... long ago.

Why....

It gives them something to do. It makes them feel important. New employee testing power.
Old employee looking busy. Slow day. Checking to see if you're still there. Trying to update contracts to include new lowered fee. I dunno... take your pick because I fail to see any good reason for all the paperwork they want.

It's a "CYA" world, you know. With the downturn in the industry, many companies are updating their databases with who is still around. Most of the SS I ever worked for required a lot of documentation. I have never been asked for it by most TC's. I almost said "all" until I remembered ServiceLink--what an ordeal!

I have signed their contract lined out the fees and inserted my fee and initialed it. They've never said anything about my changing the fee.
