Florida, South Carolina and Maine
all allow Notaries Public to solemnize marriages. Our authority comes from the state.

Notaries in CA can NOT perform weddings...
but ordained ministers can.
Florida notaries can perform wedding ceremonies and I do. Do a search here as this was discussed a few weeks ago.

Does CA law allow a Notary Public to conduct marriage ceremonies? If I were you, I'd check with the SOS or utilize the orange search button to see if this issue has already been addressed. Good luck!

Notaries in CA CAN issue marriage licenses and
perform marriages IF they are ordained ministers. But, notaries in CA can issue marriage licenses only if their County Clerk lets them. Check with you County Clerk and see what their process is.

In California? Only if you're authorized under FC 400-402
And notaries are not as part of their usual commission.
See this link for the Family Code: http://www.leginfo.ca.gov/cgi-bin/displaycode?section=fam&group=00001-01000&file=400-402
According to the CA notary Handbook, a notary can only issue a confidential marriage certificate if he/she is authorized to do so by the county clerk. You have to take a class from the clerk (if they offer it) and be specifically authorized to issue the license. That doesn't mean you can actually perform the ceremony, though. In order to do that you have to be one of those listed in the Family Code I linked above.

Go http://www.themonastery.org/?destination=colorOrdination or any other of the sites and become ordained. Then anyone can perform marriages. Confidential marriages is with the county clerk, this is performing the marriages.
