Reverse cell phone look up

Hi, I know this subject has been brought up before here. I can't find the post to the sight that will give you the info. Alot say for free but they aren't. Does anyone happen to know a site that is actually free?

Reverse cell lookups only work if the owner of the number has openly agreed to list that number in a reverse directory. Very few people actually do that.

Short of finding the cell number on Google somewhere, it's almost impossible to tell.
