It could be either...
It can mean "For the benefit of..." or "For and behalf of..."
Technically speaking, they mean two entirely different things... but they are used interchangeably. I've only ever seen it used for trusts and estates.
You'll likely see it as, "Really Fancy Trust Name FBO John Q. Smith" or "Parent f/b/o child(ren)" -- something like that.
Other similar legal and trust abbreviations like that are (some of them more obvious than others):
AKA = Also Known As FKA = Formerly Known As NKA = Now Known As UAD = Under Agreement Dated (or 'under the agreement dated') UDT = Under Declaration of Trust ITF = In Trust For EST = Estate TRST = Trust TR = Trustee TRS = Trustees C/O, CO, or ICO = In Care Of CUST = Custodian
