The question is not very complete or clear. NY does not have any separate witness requirements.
A notarial act is a witness act. Are you referring to the term "witness closings"?

I understood Missy to be asking can you sign as a witness to a signature you are notarizing.
Here, in Florida, I can be a witness on a document as well as notarize the signer's signature (except on wills).

may not be referring to loan documents. And even when the state doesn't require witnesses, the lender can require them.
Florida does not require witnesses in mortgages - only on deeds of conveyance, but lenders do ask for witnesses sometimes (usually because they don't understand Fl law).
And when witnesses are required the notary can be a witness as well as the notary.

I believe the original question was whether the notary can also be a witness to the signature.

We don't have a witness requirement, but can sign as a witness if asked to do so.
