Do notaies really pay to get signed up with signing companies? and do they get more jobs if they do?

Yes they do, and no, sometimes just get taken.
The so-called job agencies are getting richer at the notary's expense. JMHO

It's a red flag if a company expects you to pay for work. In my experience, the money spent on listings (advertising) on the major sites is money in the bank. I also don't give any more of my money to NNA. IMO it pays to invest in your business--advertising, equipment, etc.
