Question on AZ Apostille

I have a faculty member who is going to Span on sabbatical. He needs to have a certification of "absence of police records". The directions say the certificate (which is issued by the FBI) must be stamped with the "Apostille of The Hague".

Arizona SOS says "Have the original of the official document legalized at a notary public of your choice"... then Submit the original documents, once notarized to the County Clerk's Recorded Office where notary is registered to verify the validity of the notary seal and signature.

My questions is exactly where on the FBI form do I notarize? Would I attach a document to the FBI report?

Any help would be appreciated.

Have not had to do any certificates by the FBI, but local police departments and/or sheriff's offices can issue a certificate, signed by a law enforcement official. The document is not notarized. The state Department of State (SOS) will issue an Apostille based on the certification statement on the certificate issued by the law enforcement agency. (The preceding is based on my experiences in Florida. Your experience may be different.)
