SIGNING FOR FATHER
MY FATHER'S NAME IS THE SAME AS MINE AND HE NEEDS TO HAVE A BANK PAPER NOTARIZED. I DO NOT HAVE ANY DIRECT INTEREST IN THIS PAPER, CAN I NOTARIZE IT?

You'll need to check the laws/rules for CA notaries. I do know that in Missouri, you're not supposed to notarize anything for family members. In your case, since you both share the same name, I would not take any chances notarizing his signature and possibly face fines/penalties/loss of commission. There are enough CA notaries that you shouldn't have any problem finding one who can notarize his signature - perhaps one on this board will contact you.

Abiding always by state law, bottom line, even if not prohibited, notarizing for family could cause someone somewhere to raise an objection as to 'interest.'
So, Best Practice is not to notarize for family as a personal rule [emergencies excepted for obvious reasons.]

Abraham, CA notary law does not prohibit you from notarizing your father's signature in this case, even with a similar name.
BUT...
Given that it is the same name, especially, I would not do it just because you want to avoid the appearance of a conflict of interest, even if one doesn't exist.
This is when you have local notary friends to call in a favor. Most of us are usually willing to help out other notaries in situations like this.
