notarizing a letter

I have a question i want to get a letter notorized stating the i am going to repay a loan that is going to be given to me. should the notary have stamped only the acknowledgment certificate or both the letter itself and the certificate

It's your signature that is notarized, not the letter itself.

I'm going to assume from your question that you're not a notary. Also, just in case, many people have the mistaken impression that a notarization makes a document "official" or "legal". All a notarization does, essentially, is attest to the fact that the notary identified you as the person named in the document and that you did sign it. Depending on the type of notarization that was done, they also might have administered an oath (or afirmation) in which you stated that the content was true. The notary verbiage that is attached (in most states) explains that fact with a bit of legalese which the ntoary signs. That's why the stamp goes there. Every state is a bit different.
