I just got a paypal request from this company for $30. I never ordered this service or even know who they are. Is this a new way of marketing to notaries? Anyone else got this recently?

There are a number of Paypal phishing emails going around--sounds like you got one of them. I had gotten another type & also reported it. I guess because of ebay, Paypal is really suspectible to the phishing scams. It's good that you reported it.
