I had this problem a while back and as it turned out the UPS number they gave me was for the Signing Service, not the recipient. Of course, nobody bothered to tell me that. But UPS is really cracking down on authenticating the billed party before allowing shipment now.
You could try the signing service... or a corporate office if you can find it. I think TitleSource has 4 or 5 different offices.
