I won't touch PennDOT paperwork. What I know about it is that if we make a mistake, it takes forever to get corrected. I know without the licensing (or whatever they call it) we can do some basics but I won't.

So ... my dad runs over his wallet with the lawn mower the other day. He stops at the state rep's office and picks up an application for a duplicate. It must be notarized. Remember, this is a state form. There is no venue. There is VERY little room to insert a venue. There is no place for our stamp. I don't use one but when we were required to there certainly was no place for an embosser.

So ... it appears to me the motor vehicle notaries are breaking the law every time they notarize some of this documentation .... I've seen other docs and none of them have sufficient room ... there's no venue on the back of a title.

Next question ... what are you to use for ID for the notary portion of the application when you are replacing a lost/stolen/mutilated license? The secretary told my dad to bring it back when he filled it out ... she'd notarize it for him. I asked what she told him to bring as id and he said she didn't say anything ... so she was going to notarize with no id. They didn't renew their passports, the mower chewed up his ss card, so all he really has is a fishing license and vehicle registration ... and as a notary, although allowed, I certainly wouldn't take either as a primary form of id.

As to the ID issue only (can't address the venue part) Is it possible if he goes into the office they can pull an image of his license up on the computer and compare it to the person standing in front of them? Since it's a state system and state employee, would this be acceptable in your father's situation and not be considered illegal?

Just a thought.

Any Pennsylvania notary public may notarize state documents and titles. They are not required to be a contracted agent for the Dept of Transportation to do so. That said, the same that you tell rookies about loan signings also applies here. If you are not comfortable with how the paperwork is to be completed or your knowledge of requirements, stay away. PENNDOT, rightly or wrongly exempts itself from venue requirements as do so other state agencies. On most state forms you can find a place to enter the venue. On Pennsylvania titles any stray marks, entries, cross outs or white outs may void the title requiring a replacement at a fee. As always, the Secretary of the Commonwealth (State) is the source to check. The state documents that I have seen do have a space for the rubber stamp seal, though sometimes it is a squeeze.

Identification requirements are no different for state documents and I doubt that a state senator or representatives would have access to a PennDot website to view electronic versions of a driver's license or state id card. Even if they did, it would not meet id requirements. It would be the applicants responsibility to satisfy those requirements and that can sometimes be a real problem. One solution would be to visit a notary public with personal knowledge of the applicants identity.

To the best of my knowledge, not for state forms and definitely not for certificates of title. In other cases, yes.

thanks Harry. I did get my venue stamp in the top margin and got my notary stamp at the bottom, although it certainly did cover the border on the page.

I've got no idea what someone is to do when their id is what's missing.

Idle curiosity as to whether the Sec. of the Comm. can sanction a notary for no venue when it clearly isn't used on many of the state's forms.
