"If the document is issued by a government entity, the notary should contact that entity to determine whether a certified copy is available. If one is available, then the notary public must decline to make an attested photocopy. Additionally, the notary should ask the person if the document has been filed in a court proceeding or in the official records at the courthouse." (FL Governor's Reference Manual for Notaries, pg 15)

I find it best to have the embassy or consulate of the issuing country certify the copy. You can contact the Embassy of Romania at 202-3322879 ext. 117 or 120. Their website is http://www.roembus.org/

Re: Romania Passport...hmmmm....not sure

I'm sure you mean an attested COPY of the passport, which I'm sure you know you need to copy from the original - the manual doesn't say anything about foreign passports, although the list isn't a complete list ... you'll need to be sure a certified copy can't be obtained somewhere else...from page 15...

"If the document is issued by a government entity, the notary should contact that entity to determine whether a certified copy is available. If one is available, then the notary public must decline to make an attested photocopy. Additionally, the notary should ask the person if the document has been filed in a court proceeding or in the official records at the courthouse"

Pay special attention to this - there's nothing saying a divorce decree or marriage license isn't on file along with the passport - just a thought.
Good Luck
