Interstate Notaries
Is there any information within NotRot or other resources (NNA) about reciprocal interstate notary services? I distinctly remember reading something about bordering states having agreements which allow notaries to perform services outside their respective states.
Example: A Washington State notary, living in Camus Washington could, in theory, physically cross over the Washington/Oregon border to notarize documents in Portland Oregon for an Oregon resident.

I'm not a notary for WA, but I am a notary for both Oregon and Idaho. If I am standing in Idaho I use my Idaho journal and seal. If I am standing in Oregon I am using my Oregon journal and seal. I have both because there are no grey areas with Oregon. So I'm not sure where you saw your information. Oregon normally requires that you be a resident of Oregon, but they do make exceptions. You must show them why it is beneficial to the state to make the exception.
Now in Idaho, with my commission I can actually notarize a document any where in the world, my feet don't have to be in Idaho, BUT the document MUST be recorded in Idaho. I personally have not chosen to do such a notarial act.
Each state has their own rules. IF Oregon would accept the "Interstate Notaries" then I wouldn't have to be duel commissioned. I sure would love that. I must absorb a lot of extra expenses for this convenience that I offer.

Virginia has this exact same allowance. However, I have never notarized outside of VA and don't plan to.
