Why?

As mentioned, RTCs are included only if the refi is for the BOs primary residence, no investment/rental properties or second homes.

Less to sign without them!

Also, may not be necessary for certain re-fis with same

lender with no cash out.

Maybe more pages w/ROR but sometimes takes less time to sign, since borrowers can read everything later. I would rather have one than not.

The Refi is on their primary residence and not on a 2nd or investment property. I personally think that some Title companys are screwing up and I feel bad for the borrower.
