FL concealed weapons permit.
Is this acceptable ID? It is not listed in the manual and has no signature.

I wouldn't accept it as a primary form of ID for my
purposes - I take it as a secondary form for the ID Verification Forms but for my notarial purposes I only accept the forms of ID listed in the manual.

Make sure that they are not "carrying" before upsetting them

Depends on each states requirements for ID. Theoretically, acceptable in MD

Not listed in the statutes as an acceptable form of ID; therefore, no can do.

Lets see ... it is GOVERNMENT ISSUED, It has a Photograph, it has the individuals name on it, and it is laminated by the state. [I believe the new ones also have holograms imbedded in them]
What possible grounds could you have for denying it as I.D.?
I, for one, have checked with the Governors Notary office and as a result of their guidance HAVE accepted a Florida Concealed weapons permit several times.

Beverly....2010 FL Statute 117.05(5)(b)(2)
Specifically states "Reasonable reliance on the presentation to the notary public of any one of the following forms of identification, if the document is current or has been issued within the past 5 years and bears a serial or other identifying number" Note the list does not include a concealed weapons permit. And if, in fact, concealed weapons permits do not contain a signature, that's even one more reason not to accept it.

Sorry Beverly, but I find it hard to believe that
the Governor's office would give you "guidance" that flies in the face of Florida Statutes.
I'm a state notary instructor, approved by the Governor's office - and I assure you, a concealed weapons permit can NEVER be used as an ID for notarization purposes. See the statute Linda cited above.
