What is the local rule regarding witnesses for a QCD in MD?

Not required ...
Maryland does not require witnesses on conveyances executed in Maryland.
Any document executed and acknowledged in accordance with the laws of another state will be accepted for recordation if the acknowledgment is in accordance with Maryland law. Since witnesses and specific disclaimers are not required, documents are usually accepted. (Source: Stewart Title)

No witness Requirements for Maryland, PAW is right. Md is not a witness state.

I was just wondering - because I received a QCD from a notary in Maryland and he actually "witnessed" his person signing but he also signed as witnessing MY person signing. (Now he wasn't here and don't know why he did that) I still had my two witnesses sign where they were supposed to (I actually drew another line for my witness). This document is going to be recorded in the State of Florida. Don't know what's going to happen here but the other notary should NOT have signed as a witness to my florida person. I just don't understand why he did that - hope it flies!

If the QCD is to be recorded in FL, two witnesses to each signature is required. (**The witness rules pertain to the state in which the deed will be recorded, not where the deed is signed.**)
If only one person witnessed the first signature, then it may have to be redone. Of course, the recorder just may see that there are multiple witnesses and let it go at that.
